The Emergency Planning and Community Right to Know Act (EPCRA) is an emergency response preparedness law enacted in 1986, and amends the 1980 CERCLA, or Superfund, act. EPCRA promotes state and local planning to protect the public from chemical hazards, and requires reporting on the storage, use, and release of hazardous substances. Facilities that handle hazardous materials may be required to submit Tier I and Tier II reporting, produce and maintain emergency plans, notify the public of releases, and comply with the EPA Toxics Release Inventory (TRI) program
