RF-EME Modeling for Wireless Antennae in Davis, CA

EBI Consulting was contracted by a turnkey wireless development firm, on behalf of a nationwide carrier company, to conduct radio frequency electromagnetic (RF-EME) modeling to determine RF-EME exposure levels for proposed wireless communications equipment at this site.

The project involved the installation of three wireless telecommunications antenna, located in a suburban environment with the nearest buildings approximately 65 feet from the proposed site. EBI sought to determine if exposure levels were compliant based on the framework derived from the Federal Communications Commission (FCC).

Using RoofMaster™ software, EBI performed theoretical modeling to estimate the worst-case power density at the site, antenna face, and ground level resulting from the operation of the antennas to determine if levels are compliant with FCC Maximum Permissible Exposure (MPE). MPE limits human exposure to RF-EME fields as recommended by the National Council on Radiation Protection and Measurements (NCRP), the exposure limits developed by the Institute of Electrical and Electronics Engineers, Inc. (IEEE) and adopted by the American National Standards Institute (ANSI) to replace the 1982 ANSI guidelines.

EBI uses RoofMaster™ to calculate the predicted power density in a scalable grid based on RF sources applicable to the site. To assess MPE levels, EBI utilized antenna and power data provided by the carrier and compared the worst-case MPE levels to the FCC’s occupational/controlled exposure limits.

Based on EBI’s theoretical modeling the placement of the antennas was found to be adequate for the power density limits to meet FCC and OSHA requirements. Worst-case predictive modeling indicated that there were no calculated levels above the FCC’s general public or occupational limits at ground level. EBI did recommend that the general public should maintain a horizonal distance of four feet from the antenna face, also known as the max emission level. EBI also provided the carrier with a recommended Site Safety Plan for the proposed site. The Site Safety Plan provides recommendations that will bring the site into compliance with FCC rules and regulations. This includes an action plan for positioning of necessary RF signage, physical barriers, and indicative markers for areas or portions of any transmitter site that may be susceptible to high power densities that could potentially cause personnel exposures in excess of FCC guidelines.
